Mayoral Primary\" href=\"http:\/\/en.wikipedia.org\/wiki\/Baltimore_mayoral_election,_2011 rel=nofollow\" target=\"_blank\">mayoral election<\/a>, for all intents and purposes, behind us, I have to wonder if we blew another chance! With <a title=\"WBAL Report - Voter Tunout\" href=\"http:\/\/www.wbaltv.com\/voters-guide-extended-coverage\/29182835\/detail.html rel=nofollow\" target=\"_blank\">historically low voter turn out<\/a>, an apathetic electorate usually pushes the incumbent button \u2013 at least at the state and local levels. We all know what happened to most Democrats in the last national election \u2013 pretty much a wipeout with the exception of Maryland (and don\u2019t get me started on that)!<\/p>\n<p>Is the general consensus in Baltimore that while <a title=\"Mayor Homepage\" href=\"http:\/\/www.baltimorecity.gov\/OfficeoftheMayor.aspx rel=nofollow\" target=\"_blank\">Stephanie Rawlings-Blake<\/a> is widely considered to lack leadership, vision or enthusiasm for the job, she\u2019s the \u201cdevil we know for the devil we don&#8217;t,\u201d as the saying goes? The other \u201calso-rans\u201d never really caught on with the possible spike to voter interest in <a title=\"Otis Rolley\" href=\"http:\/\/www.otisrolley.com\/about-otis rel=nofollow\" target=\"_blank\">Otis Rolley<\/a>. As they trolled to the end, all the candidates seemed to get caught up in their own personal implosion. All seemed to have an issue or two that mysteriously made its way into the headlines!<\/p>\n<p>As the country struggles on all levels \u2013 political, economic, social \u2013 we seem desperate for change, but clueless as to what it looks like. Too much fear of upsetting the apple cart or no viable candidates on the horizon to motivate, inspire and lead us\u2026 somewhere\u2026 anywhere but where we are! This isn\u2019t working at any level, and yet we continue to do the same thing. Perhaps everyone is caught up in dealing with their own private hells and just trying to survive that we can\u2019t possible take on someone else\u2019s issues! \u201cLet the other guy fix it, I don\u2019t have time.\u201d<\/p>\n<p>And why is it that the very people we think should get into public service never seem to do so? <a title=\"SBSS Profile Giuliani\" href=\"http:\/\/smallbusinesssurvivalsummit.com\/Rudy%20Giuliani.html rel=nofollow\" target=\"_blank\">Rudy Giuliani<\/a> was just in Charm City last week to keynote the <a title=\"SBSS\" href=\"http:\/\/smallbusinesssurvivalsummit.com\/ rel=nofollow\" target=\"_blank\">Small Business Survival Summit<\/a>. He talked about the anniversary of 9\/11 and how it changed him \u2013 and us for that matter \u2013 forever. Giuliani is a no-nonsense, unfiltered guy who has shown his love and compassion for our country. The problem is, guys like that rarely get elected. True business guys and gals would have no appetite for the public bureaucracy and red tape, an inefficiency that plagues government. I can almost hear the voices from any government building or agency saying, \u201cwe close at five\u201d or \u201c<a title=\"That's Not My Job Road\" href=\"http:\/\/www.google.com\/imgres?q=that%E2%80%99s+not+my+job&amp;hl=en&amp;sa=X&amp;rlz=1C1AVSA_enUS427US427&amp;biw=1600&amp;bih=767&amp;tbm=isch&amp;prmd=imvns&amp;tbnid=OwUwv1OkUUwIUM:&amp;imgrefurl=http:\/\/www.crazydaniel.com\/clutchthat&amp;docid=oPaw4r21tAwYrM&amp;w=335&amp;h=460&amp;ei=DHh7Trv1L6Xs0gGHnLDGAg&amp;zoom=1 rel=nofollow\" target=\"_blank\">that\u2019s not my job<\/a>.\u201d Is it too much to ask for government to be run like a business? Herein lies that problem: Whose business is it? Who has skin in the game? Where\u2019s the risk to go with the reward? Who has the power to make decisions regardless of what\u2019s popular? The list goes on but you see where I&#8217;m headed!<\/p>\n<p>This chronic problem will not go away until the electorate rises up or more incentive is created for business-minded folks to go into public service. Until that time, we\u2019ll have the same folks vying for jobs that they can coast through until the possibility of <a title=\"Reuters - SEC Revolving Door\" href=\"http:\/\/www.google.com\/url?sa=t&amp;source=web&amp;cd=7&amp;sqi=2&amp;ved=0CE4QFjAG&amp;url=http%3A%2F%2Fwww.reuters.com%2Farticle%2F2011%2F05%2F13%2Fus-usa-sec-revolvingdoor-idUSTRE74C0MI20110513&amp;ei=1Hh7TsjBEY7H0AHUy8nrAg&amp;usg=AFQjCNGqdurFAsdKfP0Y0inop8wUfchbTQ rel=nofollow\" target=\"_blank\">cashing out in the private sector<\/a> or, most likely, coasting into retirement and a fat government pension. Does <a title=\"Dixon Guilty\" href=\"http:\/\/articles.baltimoresun.com\/2009-12-01\/news\/bal-dixon-trial1201_1_felony-theft-partial-verdict-count-of-fraudulent-misappropriation rel=nofollow\" target=\"_blank\">Sheila Dixon<\/a> really get something like $90,000 a year for life as a former disgraced mayor? I think she does! Who thought that would be money well spent?<\/p>\n<p>Should we be hopeful that Mayor Rawlings-Blake will get her second wind, have an epiphany or start taking ginseng and Centrum One-A-Day High Performance in her first real term? What hope or experience do we have that might ever happen? And so, I ask you, another blown chance or just none available? Don\u2019t complain, Baltimore, when four years from now, streets are dirty, crime is up, schools are broken, residents are leaving and we\u2019re left with the same cast of characters, expecting a different result!<\/p>\n<p>For those of us who were born and raised in the city and remember the \u201c<a title=\"Schaefer Report - NPR\" href=\"http:\/\/www.google.com\/url?sa=t&amp;source=web&amp;cd=10&amp;ved=0CGoQFjAJ&amp;url=http%3A%2F%2Fwww.npr.org%2F2011%2F04%2F19%2F135534159%2Fformer-md-gov-william-donald-schaefer-dies-at-89&amp;ei=Snl7Tum4EfLE0AGU--3fAg&amp;usg=AFQjCNHktZF7HDGK6TXWx5ALvPX8qtoO3Q\" target=\"_blank\">Do it Now<\/a>\u201d mantra of William Donald Schaefer, we know it\u2019s possible. That\u2019s the heartbreaker. Schaefer created a mold that no one has been able to fill since he left. He always said being Mayor of Baltimore was his favorite job. Are we sure he had no kids?
